Born in Japan. Yamagata moved to the United States in 1970 to study photography. In 1980 her photographic works were selected for the inaugural one-person exhibition at Nagase Photo Salon in Tokyo, Japan. In 1982 she received a National Endowment for the Arts Visual Artist Fellowship. Her portfolio entitled "Kaiso" was exhibited at Center For Creative Photography at the University of Arizona in 1989 and is in its collection.
